  • Okta offers a number of second factors for authentication, which include voice calls (which could be tied to a land line), email, and physical tokens which would not be tied to your mobile device.  You may want to consider enableing these additinoal factors and encouraging users to enroll something that is not tied to a single mobile device.

    The Okta asks as default to use the Okta verify application for the enrollment.  Is there away to enroll through voice calls for people who dont have Smart phones?
