Is SMS essential for password reset?

We are EMEA based and were advised there would be additional charges for SMS.

Users have a secondary email setup for recovery, its this enough?

You do not need to use SMS for passowrd reset. Email is sufficient. SMS is a good option for cusotmers where secondary email addresses are not an option.
