This article addresses the situation in which one desires to use SMS and Voice as two separate factors for authentication after the OIE upgrade.

While in Okta Classic, it is possible to use Voice and SMS as two separate factors and, therefore, enroll them separately, in Okta Identity Engine, this option is no longer available.
In OIE, SMS and Voice Call Authentication are joined together under the Phone factor, which can be found in the Security menu > Authenticators tab > Add Authenticator button. As such, it is not yet possible to choose whether a user will be prompted to a Voice call or an SMS as long as both options are enabled. Only the end-user will be able to choose between the OTP being delivered via SMS or Voice call.
