Unable to Set Up Okta SSO for Oracle Government Cloud Using the Oracle Identity Cloud Service App

Overview

Administrators cannot configure Single Sign-On (SSO) for Oracle Government Cloud using the Oracle Identity Cloud Service application from the Okta Integration Network (OIN) because the template application hardcodes the Oracle Cloud Infrastructure (OCI) commercial realm domain for the Security Assertion Markup Language (SAML) response. Administrators must create a custom SAML application integration for Oracle Government Cloud and configure provisioning through System for Cross-domain Identity Management (SCIM). Oracle deployed US Government realms using OCI Identity and Access Management (IAM) Identity Domains, which prevents the standard OIN template from functioning correctly for government environments.

Cause

The Oracle Identity Cloud Service template application from the OIN contains a hardcoded property that uses the OCI commercial realm domain when providing the SAML response to OCI IAM. Consequently, Okta cannot configure SSO for the government version of the application using the standard OIN template.

Establish SSO and configure provisioning for Oracle Government Cloud by creating a custom application integration.

  1. Create a custom SAML application integration for Oracle Government Cloud. 
  2. Configure provisioning for the custom application through SCIM.
