This article covers the scenario of a customer trying to federate Oracle Government Cloud using the Oracle Identity Cloud Service app from the OIN catalog.
Oracle deployed US Government realms earlier this year using OCI IAM Identity Domains.

Cause
The Oracle Identity Cloud Service template app from the OIN catalog has a property that is hard coded to use the OCI commercial realm domain when providing the SAML response to OCI IAM.
SSO for the Okta Oracle Identity Cloud Service OIN template app cannot be configured for the Government version of the application.
Solution
The solution for setting up SSO in this scenario is to create a custom SAML app integration for Oracle Government Cloud.
Provisioning can be set through SCIM.
