Okta Staged User Status Changes to Active Instead of Pending User Action
Last Updated:
Overview
When an administrator activates a user in the Staged status, the account status changes to Active instead of Pending User Action if the administrator created the account with a password. If the administrator created the account without a password, the status transitions to Pending User Action. Okta determines the resulting status based on whether the administrator assigned a password during user creation.

Solution
Why does a Staged user transition to Active instead of Pending User Action?
Okta places a user in a Staged state upon creation, regardless of whether the administrator assigns a password, until an import, API call, or manual intervention activates the account. Once the activation process completes, Okta changes the account status based on the initial password configuration. Review the following conditions to understand how Okta determines the resulting status after activating a Staged user.
- If the administrator sets a password during account creation, Okta transitions the account status to Active, granting the user access to all features and functionality associated with the account.
- If the administrator omits a password during account creation, Okta sets the status to Pending User Action, requiring the user to set a password before the account becomes fully activated.
