When upgrading OAG from version 2025.1 or earlier to version 2026.3 or newer, the upgrade fails with the following "Update in progress..." screen.

The following error can be seen at the end of the yum update log:

Error: GPG check FAILED

• Okta Access Gateway (OAG)
  • Upgrade from version 2025.1 or earlier to version 2026.3 or newer
• Okta Classic Engine
• Okta Identity Engine (OIE) 

The GPG keys for the OAG repository have been updated, and the 2025.3.1 version of the okta-release package needs to be installed to update them.

To avoid this issue during the upgrade, manually install the package okta-release-2025.3.1-a01a66b3d via the mgmt console menu 5-System > 2 - Install Package before performing the update.

If the issue has occurred, install the package and retry the upgrade following these steps:

1. Press Ctrl+C at the blank "Update in progress..." screen.
2. Press y to view the yum log and page down to confirm that the "GPG check FAILED" error occurred.
3. Press x to go back to the 5 - System menu.
4. Press 2 - Install Package.
   1. Enter package name: okta-release-2025.3.1-a01a66b3d
   2. Enter y when prompted to confirm installation.
5. After the package installation completes, retry the upgrade from menu 5 - System > 4 - Update.
6. When the update completes, the blank "Update in progress..." screen may appear again. Press Ctrl+C, then press y to view the yum log.
7. Press the Page Down key to reach the end of the yum log, and check the last line for "Complete!" to confirm a successful update.
8. Reboot the node after the successful update.
