Overview
An Office 365 provisioning error occurs when Microsoft rejects a license assignment due to a missing license dependency. Resolve this issue by identifying the missing dependent license using Microsoft PowerShell and updating the Okta application assignment to include it.
When attempting to provision licenses in Office 365, Okta displays the following error:
License assignment failed because service plan A depends on the service plan(s) B

Cause
Microsoft rejects the license assignment because the assigned license depends on another license that is missing from the user's license assignment. Okta sends the provisioning request to Microsoft, and Microsoft generates the error due to the missing license dependency.
Solution
How is the missing license dependency resolved?
Confirm the license dependency using Microsoft PowerShell, update the Okta application assignment to include the missing license, and retry the provisioning task.
