Overview
A Microsoft Office 365 provisioning error occurs when the license listing in Okta no longer reflects the licenses in Microsoft Office 365 or when the combination of products chosen for a given license in the application assignment requires modification. Refresh the application data or reselect the licenses in the Okta Admin Console to resolve the issue. The Microsoft Office 365 provisioning flow fails with one of the following errors visible in the Okta dashboard:
"400 Unable to assign this license set because it would cause a license violation."

Cause
Microsoft Office 365 returns this error due to one of two possible causes:
- The license listing in Okta no longer reflects the licenses in Microsoft Office 365. This results from subscription changes or product license changes.
- The combination of products chosen for a given license in the application assignment requires modification because one of the selected products also requires another product in Microsoft Office 365. For example, selecting Office Online without SharePoint Online for the Business Premium stock keeping unit (SKU) results in this error.
Solution
What steps resolve license listing discrepancies between Okta and Microsoft Office 365?
Refresh the application data in the Okta Admin Console and retry the assignment task.
- Navigate to Applications > Applications.
- Select More.
- Select Refresh Application Data.
- Navigate to Dashboard > Tasks.
- Filter based on the impacted user.
- Retry the assignment or profile push task.
What steps resolve product combination errors?
Reselect the licenses in the Okta Admin Console to ensure the application assigns the correct combination of products.
- Navigate to Applications > Applications.
- Select the Microsoft Office 365 application.
- Search for the user in the Assignments tab.
- Select the Edit (pencil) icon.
- Reselect the licenses and select Save.
What steps manually verify product combinations in Microsoft Office 365?
If the exact license combination causing the error is unknown, manually assign the products via the Microsoft Office 365 user interface to identify the required licenses, and then update the user assignment in Okta.
- Navigate to the Microsoft Office 365 Portal.
- Log in as an administrator account for Microsoft Office 365.
- Select Admin > Users > Active Users.
- Search for the user and select them from the listing.
- On the right-hand window, select Edit for Product licenses.
- Select the products originally chosen for user assignment in Okta.
- An error stating the violation and the required licenses should be returned.
- Go to Applications > Applications > Microsoft Office 365 in the Okta Admin Console.
- Search for the user in the Assignments tab.
- Select the Edit (pencil) icon.
- Reselect the licenses along with the corrections identified in the previous steps.
- Select Save.
