Cause
Solution
When using the Back to previous application button, it redirects back to Okta Verify. This button is an iOS feature, and this behavior is consistent with how iOS handles this function. If Okta Verify is the last application used, clicking this button will send the user from the banner back to Okta Verify.
To return to the original application, close the banner and manually select the application.
