Overview
As of May 22, 2025, new Okta developer sign-ups are created under the Integrator Free Plan. Okta is improving the architecture for developer organizations to strengthen customer protection against identity attacks. Administrators must create a new Integrator organization and migrate existing resources from the Okta Developer Edition before access to the legacy organizations is disabled. The updated Okta Developer Edition terms explicitly state that neither the legacy Developer Edition nor the new Integrator organization are to be used as a production environment.

Cause
As part of the Okta Secure Identity Commitment (OSIC), Okta is improving the architecture for developer organizations by introducing the Integrator Free Plan. The redesigned developer organizations better align with development needs. The new Integrator Free Plan is specifically designed for iterative development, such as testing application integrations, validating identity flows, or preparing for OIN submission.
Solution
How are resources migrated to the Integrator Free Plan?
Evaluate the migration options, utilize the migration tool for backups, and contact Developer Support to migrate public integrations.
- Migrating data is optional: To start fresh with a new Integrator Free Plan organization, create one and begin using it without migrating existing Okta Developer Edition data.
- Use the migration tool for one-off organization backups: To capture a snapshot of the current Okta Developer Edition configuration, use the migration tool. It uses the Okta CLI Client to create files representing all supported objects in the Developer Edition organization. These backup files automatically recreate many objects in the new Integrator Free Plan organization.
- Migrate public OIN Integrations: For OIN integrations tied to a Developer Edition organization, sign up for a new Integrator Free Plan organization and contact Developer Support (developers@okta.com) to migrate the integration. For any pending OIN integrations, migrate work from the Developer Edition to an Integrator Free Plan organization.
