Overview
This article explains why the policy throws the following error when adding a new identifier to the user profile.
actions.profileEnrollment.profileAttributes: The rule could not be created or updated because the profileAttributes field in the requirement contained an invalid value or was incorrectly formatted.

Cause
This happens when base attributes are set to Read-Only.
Solution
Ensure the identifier and base attributes (username, email, Last name, first name, etc.) are set to Read-Write.
