Solution
Progressive Enrollment allows the Admins to create a Profile Enrollment Policy and assign it to certain applications where users will be prompted to add the attribute that the admins asked for when they log into the app after the policy has been applied.
NOTE: If the attributes are set as optional and if the users choose not to add them, they will not be prompted again. To add that optional attribute the users need to go to user settings and add them from there (from Okta Dashboard > click on their name in the top right corner > Settings > Edit Profile > Personal Information).
