Okta Group Push Fails When the Creating Admin Lacks Application Permissions

Overview
A group push fails for a newly created group that matches an active group push rule when the administrator who created the group lacks sufficient permissions for the target application. Resolve this issue by assigning the necessary admin role to the administrator or by having a privileged administrator manually push the group.

Cause
The group push action executes using the permissions of the administrator who performed the action that triggered the rule. If this administrator has permissions to create groups but lacks the necessary administrative permissions for the target application, such as an Application Administrator role, the push event fails. Okta does not currently offer a specific, granular permission for group push actions that is separate from broader application management permissions available through admin roles or OAuth 2.0 API scopes.
Solution
How is the group push failure resolved?
The administrator who initiates the group creation must have permissions to manage the target application. Grant the necessary administrator role or perform a manual push using a privileged administrator account.
Assign the Necessary Administrator Role to the Creating Administrator
Grant the administrator who creates groups one of the following roles to ensure the push succeeds.
- Assign the Application Administrator role for the specific application targeted by the group push rule.
- Assign a broader role, like Organization Administrator or Super Administrator, that includes application management permissions.
A Privileged Administrator Manually Pushes the Group
If the creating administrator cannot receive higher privileges, an administrator with the correct permissions must manually push the group after it fails. Perform a manual group push by navigating to the group and selecting the push option.
- Navigate to Directory > Groups.
- Search for and select the group that failed to push.
- Select the Push Groups tab.
- Select Push by name to push the group to the intended application.
