This article includes steps to troubleshoot enablement of Govern Okta admin roles for non-OIG customers when receiving a blank page when accessing the Governance tab instead of seeing the Security Acknowledgement.

The "Govern Okta admin roles" feature was enabled, but when navigating to Admin Console > Security > Administrators > Governance, a blank screen was received instead of the expected Security and Sub-Processor Update disclaimer for acknowledgment, as described in Start this task.
Validate Sign-on policy
- Ensure that the policies for Okta Access Requests Admin match the policy for the Okta Admin console (or a policy that evaluates to allow access) and that the Super Admin attempting to access the tab is assigned to the Okta Access Requests Admin application. - Check the system logs to see if this is a cause, using the following query for around the time the Governance tab was accessed:
target.displayName eq "Okta Access Requests Admin" and outcome.result eq "FAILURE"
- If any events are found for the policy being DENIED or a blank screen when trying to access Govern Okta admin roles, make sure to follow the documented steps and that the Admin Console and Okta Access Request app policies match.
