This article explains why the Device Security Signals for "Jailbreak" is showing a Dash (-) Sign Status.

Solution
This dash indicates that no value has been provided by the client (the reason might be an error or an old client version, etc.). If a policy requires a jailbreak check, then it will fail in this case. One possibility is that the device has been enrolled but not logged in. The signal is not collected at the time of enrollment.
