This article discusses whether an application can be assigned to a deactivated user.

Solution
- While deactivating a user will not remove the group memberships, the user will get unassigned from all applications in Okta.

Assigning deactivated users to applications is NOT possible.

A user can be assigned to an app if it is in one of the following states:
- Active
- Pending user action
- Staged
- Password Reset
- Password expired
- Locked out
