This article clarifies what "appVpnNotification" is in an application report.

Solution

When generating a report for applications, a column named appVpnNotification displays "ENABLED" or "DISABLED", depending on whether or not a VPN is required to access the application.

Using this URL /api/v1/users/me/home/tabs?type=all&expand=items%2Citems.resource after the Okta admin console URL will generate a file that can be saved as JSON with the "VPN Required" attribute listed in the list of configured Applications on the Okta tenant.

In short, when an app has VPN Notifications enabled, end-users will receive a prompt informing them that a VPN connection is required to access the application unless the end-user has selected the Auto-launch option in the app's General settings.
