After an Okta user is activated, the status in the Okta admin dashboard remains stuck on Activating.

Users may be stuck in an Activating status during the initial user activation flow. This situation appears when the user fails to be provisioned or to be assigned to applications through groups with the help of group rules.
For Okta to set the user as Active, all of the events (jobs) that are triggered during the user activation process must be completed.
NOTE: If a user has been provisioned to Okta and any associated IDPs successfully, the user can log in to Okta, even with their account in an Activating status.
If a user is stuck in the Activating status, the following troubleshooting steps may help resolve the issue:
- Access the Tasks section of the Okta admin dashboard.
- Enter the username into the search box, and select the account that appears.
- Click on the Filter button.
- Resolve the provisioning errors that are listed for this specific user or unassign the user from these applications.
- Locate the user's Okta profile.
- If the user is not sourced by Okta, disconnect the user from the profile source. If it is an Okta-sourced user, proceed with the next steps.
- Deactivate the user.
- Reactivate the user.
The user should now be seen as Active and can be reassigned to the apps and relinked to the profile source.
