This article clarifies whether alphabetizing End-User Dashboard tiles is possible.

Solution
Currently, it is not possible to automatically arrange End-User tiles by alphabetical order. Admins can customize the icon arrangement of End-User applications under Okta Admin UI Settings > Customization > End-User Dashboard. The icon order can be configured and applied to all users or only new users.
