1. Log into Okta as a Super Administrator.
2. Create a new account (Directory > People > Add Person).
3. Grant newly created user Super admin role Security > Administrators > Add Administrator.
4. Type the desired user name in the Grant Administrator Role To field. 
5. Check the desired administrator role and click Add Administrator.
6. Log into to user's account and create an API token (Security > API > Token > Create Token).
7. Enter a name for the token and click Create Token.
8. Log back into the account as super administrator and drop the privilege of the new account to a desired level
