Solution
The Okta Password Health report can be used to create a report of all Okta users who do not use delegated authentication. It provides a CSV file for download.

In the Admin Console, go to Reports > Reports.

Under Okta Usage, click Okta Password Health. The report is generated and sent via email. Click Dismiss to close the message.
- In the downloaded CSV file, filter the users based on the Authentication Source and select OKTA.
