This article clarifies whether or not the OIN SAML application supports SP-Initiated Login.

Solution
As mentioned in the doc How to configure SAML 2.0 for Concur, the Okta/SAP Concur Solutions SAML integration currently only supports IdP-initiated SSO, which means users can only access the app by clicking on the application from their Okta Dashboard or using the App embed link (which can be obtained from the App General tab).
SP-initiated login is not supported by this integration, clicking on the external link Concur received in the email will redirect to the Concur login page directly without going through Okta.
