Overview
A user assigned the Read Only Admin role receives a 403 error when attempting to access the Admin Console. This occurs even though the system log displays a SUCCESS status.

Cause
This issue is caused by a permissions discrepancy in the backend.
Solution

Remove the Read Only Admin role from the specific administrator.
