We already use the Okta Access Gateway for SSO to the EBS. My question is whether it is also possible to deploy users to the EBS via Okta and to delete/deactivate them again.

At this time this is not an available feature for Okta Access Gateway based on our documentation here:

Following up on what you mentioned.
While there is no out-of-the-box solution for EBS provisioning, there is third-party type of solution with Aquera (see below link).
You will have to check with your Okta Account Executive or sales rep to find out if it can be added to your org or if it implies additional costs.
