Enquiry on Oauth2.0 in custom app

We're launching a SCIM 2.0 roster-provisioning integration secured with OAuth 2.0 (Authorization Code) for one of our clients, and we've validated it end-to-end using a custom app integration in Okta. Before committing to an OIN listing, could you help us understand the options for distributing this to customers without publishing to the OIN — specifically whether we can avoid sharing our client secret per customer org and registering each custom app's unique OAuth callback URI?
