I created a developper account (integrator free plan org) but okta seems to require Okta Verify to connect, and I currently dont have access to a smartphone for that.
Okta Verify exists on windows but I cannot find any way to install and configure it without being already connected.
I am stuck on the connection page, is there any way to login without a smartphone?

At this time, you need to have Okta Verify on a mobile phone to be able to register the MFA to your profile. Unfortunately without a smartphone this can not be done.
