"Entitlements cannot be modified when Provisioning activated." despite provisioning not enabled.

Ran into what seems like a glitch. Trying to add legacy entitlements to a basic SAML app. There is no provisioning configured - the Provisioning tab is not even visible, no is an option to enable provisioning. After enabling 'Entitlement Management' under the 'Sign on' tab, I go to 'Governance' to start creating entitlements. But when I try to save my first entitlement, I get an error:

 

"Entitlements cannot be modified when Provisioning activated."

 

And cannot save it. I have another app that is basic SAML to which I have added Entitlement management, and it works fine. I created a new dummy SAML app and was able to add entitlements. But this one, for whatever reason, I cannot add entitlements because it seems to think that provisioning is enabled. But it is not.
