I would like to run a basic inactive users workflow on an org that doesn't have workflows enabled (I'm working on getting them enabled though)from an org that does have workflows enabled. Is there a way to set up a connector to that Workflow-less org, maybe using an API?

@KathyT.73511 (Anthropic Identity) The link Mihai provided will fit your scenario. It demonstrates how to use the built-in Okta connector card to authenticate against a different org.
Ultimately, Workflows is an API client and each Okta org has its own "API endpoints". As long as you are able to create an authenticated session to the Org in question with the required permissions to access the endpoints you want Workflows will be able to communicate with the endpoints much like it does for any third-party endpoints.
