It depends of what kind of apps and what kind of prompt you receive.  

The Okta Browser Plugin is a mandatory requirement for SWA app SSO functionality.  

For example if I try to open a test SWA app with my plugin disabled, I get the following:

In our case, it pops-up the following:

Basically, to open the app, you must hit the "Open in new tab" bar. This started happening after we removed the Okta Browser plugin. This is what I was asking, if this is the expected behavior after removing the plugin.
