Hi,
While create a New Web App Integration, I got this permission return: You do not have permission to perform the requested action.
My user is application admin and super admin.
Do I need more permission or its a license problem?

Depending on your configuration, we have two articles on this error:
Users Get "You do not have permission to perform the requested action" Error when Accessing Okta - this applies to Device Trust

Generally, the error is caused by a policy. The system logs are a good starting point for troubleshooting.
When a user tries to log into the app, a licensing issue should appear after the Okta Verify verification is completed.
From an Admin's side, it could also appear as a red banner on the profile of the affected user as an assignment error. That message would include phrases like "license failed to assign" or "insufficient licenses" and suggest that you try to reassign the app from the Tasks page. Here is an example of the Google Workspace "insufficient licenses" assignment error.
