When any users attempt to login to our org, we get this response. It's been a few months since we attempted to login to the Okta portal because we haven't had to. We use Azure SSO to login and I don't see any issues there. All sign in logs show successful attempts. Nobody is able to login to the org to troubleshoot because of this.

The error seems to indicate an issue with the Authorization code, this could indicate a miss-configuration/token is not longer valid.
If you can not login into the org have you tried the default page it should look something like oktaorg.okta.com/login/default and see if you can access like that?
Additionally, I would recommend to reach out to Okta support if you you can not access the org even though the default page.
