Why am I not able to reset a user's authenticator?

I was just working in the Admin console yesterday, and today the interface has changed. I have a new phone and was going to reset my authenticator, but the button with "More Actions" was missing from my user page.

 

In addition, the option to reset authenticators was gone from the "More Actions" button that was on the directory page.

 

I was able to get to my user console because I have a backup phone, but this will be unworkable for the users I support. Has the option moved?

    Ok, so this is embarrassing. I don't see this on my account because it's my account. I'm able to see the actions I need on other users.

     

    So, if you're wondering why you can't reset your authenticator when you're an admin logged in as you, this is why.

     

    Also, you need more coffee.
