I am a developer from IBM, and I want to create a custom SAML app in my developer account to configure SSO to my application.
When I look for “Create New App” option under “Add App”, I am unable to locate the option and create a new custom app for my development and testing purpose.
Please help me with this.

There is a limit of 5 OIDC Clients and 3 SAML applications for free developer orgs. You can read more about it on the Developer forum:
Additional features can be requested by paid accounts through a a Support ticket (Customer Support Account ID number required).
Please note that opening a support ticket is a feature available only to paid accounts. If you do not have a paid account, but are interested in upgrading, you can contact our Sales team.
