I'm a current individually assigned Super Administrator of my dev domain. I am trying to assign another user as a Super Administrator, but every time I try, I get blocked. It also emails other admins that I am trying to do this which causes noise for my company.
Every time I attempt to perform this action a new tab opens up and then immediately closes and I get the following errors:

Adding an Admin is considered a protected action that requires the Super Admin to re-authenticate. Whenever a Super Admin performs a protected action on the Okta Admin Console, the step-up authentication must be completed to save the changes. You can read more about it here:

Please try to perform this action using a private browsing session, like Incognito Mode in Chrome. If you are able to assign the role there, you need to clear your cache and cookies in your regular browser.
The re-authentication can also fail if you have blocked pop-ups in your browser. Ensure that your browser's pop-up blocker is disabled or configured to allow pop-ups from Okta.
An older browser version could also intervene in the process. Make sure your browser is up to date, as older versions might have compatibility issues.

Thank you for the response. Unfortunately I have already tried all of the workarounds mentioned:
Still, with all the above, my browser opens the re-authentication page in a new tab, and then immediately closes it, shows me the errors shown above, and sends an email to every other admin in my instance.
I will attempt to perform the action in firefox and can follow up
