Any way to enable the Entra External Authentication Method in a dev tenant?

I am testing EAM with Entra. When I try and configure the application and save, it tells me that the feature is not enabled in the tenant. I checked the available features in the settings, and it is not listed to enable. I do need to test this for possible integration on multiple environments, is there any other way to do this (i.e. instructions on configuring integration manually), since I'm assuming we can't get this enabled on a dev tenant? Thanks for any advice.

    Features can be enabled for paying customers by opening a Support ticket (Customer Support Account ID number required). Some features may incur additional cost, so it would be best to discuss the matter with your Okta Account Executive before making the request.

    Please note that opening a support ticket is a feature available only to paid accounts. If you do not have a paid account, but are interested in upgrading, you can contact our Sales team
