Can you get a user's okta Id from an expired Activation token

I am trying to get an okta user Id from an expired activation token so that we can then resend the activation email to that specific user. Essentially we're trying to create a custom okta flow in our application that is similar to Okta's in house solution. Is this possible?

    You should be able to confirm who the user is based on the email address that received the activation.
