Plan is to have a robot (system) that can access Okta Admin console that will monitor the Okta Radius Agents status and report to Splunk in the event that the Agent is down. Will a service account do or something token can be used on my concern.

Accounts with Admin roles are now forced by Okta to use MFA to get to the Admin console. I'm not aware of a way to bypass. You will need to talk with Okta Support if you want to see if there is a way for them to do this but I would not suggest you do this. Instead leverage Okta APIs to monitor agent status or push Okta logs to Splunk and then leverage Splunk to watch for status changes in the log events.
