I need to make a proxy server between application servers(internal network) and the OKTA server(internet).
Is it possible? If it is possible, how to set to the OKTA?

Okta Access Gateway might be the feature you are looking for. As far as I can see, it has options to configure a proxy server.
If you have an account with us, I recommend checking with your Okta Account Executive to see if the features are part of your current entitlements, if they need to be enabled and/or find out pricing.
