I recently signed up for a Okta free Dev account to test on some solutions. One of the things I want to test is PIV/CAC support for logging in. However when I follow the guides here:

I don't have an option to add Smart Card IDP under a new Identity provider. Is this feature limited to subscription based accounts?

Yes, the feature is currently available only for Subscriptions that include MFA/Adaptive MFA features.
