We are working on disabling Secret Questions in our enviroment. What happens to users who haven't configured a different factor when I disable Secret Questions either with Enrollment Policy or by disabling the factor Org wide. Will they be prompted to enroll another factor?

In this scenario, the users would be prompted to enroll another factor. This would become mandatory for them as the disabled Security Question would no longer be usable. The Super Admin should have enabled at least one other factor before disabling the Security Question factor. You can read more about it here:
