Not able to connect to LDAP interface due to network timeout

After I enable LDAP interface following the guide, I am not able to connect to LDAP service. I have tried using ldapsearch and Apache LDAP studio but they all failed with network timeout. I have reviewed the protocol (ldaps) and port 636. Is there any other network setting whitelisting/blacklisting on Okta I should check? Is it a limitation of the Developer Edition?
