For Okta Device Access, is it possible to set an "unlimited" value for the "MaxLoginsWithoutEnrolledFactors" policy? "-1" or "*" or soemthing along those lines?

This is not supported and from a security standpoint, it would not be recommended either.
That being said, you can try to increase the number to above the default value.
