While Integration Applications with Okta. We are transferring certificates from Okta to Application. But not from Application to Okta. Can I know technical reason?

The authentication flow is one-way. Okta does not require the service provide (SP) certificate to complete an authentication.
An SP certificate would be require as well if for example you would leverage something like Single Log-out and not all app support this.
