After updating to OIE I understand that any devices we manage in MDM will be required to re-enrol MFA for Okta verify, is that also the case for non MDM managed devices or devices using Google Authenticator? Essentialy, do we get every user to re-enrol MFA or just the ones with managed devices?

The re-enrol is only for MDM devices, for normal MFA there is no need for re-enrolment the MFA will work as intended and it will not impact end-users in any way.
