Okta-Zoom integration shows issue with JIT provisioning
The old Zoom application that was setup in the Okta tenant enabled JIT provisioning i.e. it assigned a license in Zoom only after the user logged in to Zoom. This application did not support provisioning.
So we setup a new app for Zoom (SAML 2.0) which provisions and deprovisions users to zoom. But this creates an account in Zoom and uses a license even if the user has not logged in to zoom. Has anyone experienced this issue?
How can I integrate to Zoom and enable JIT provisioning only after the user has logged into the Zoom app.

The issue that you are seeing is expected behaviour, because that is how Provisioning is working, as it creates the user when he has been assigned to the application and as you mention JIT created the user based on the time the user loges in.
