Please note that currently, Okta Community only offers support in English. That being said, we'll try our best with a translation, so please excuse any mistakes.
In a typical implementation, Okta would be the profile (information) source and it would push the values in the downstream app.
In the case of preexisting users, when matching is handled by the application username format setting. Okta Admin Dashboard → Applications → ServiceNow → Sign On → Credential Details (Application username format).
While you can configure the Okta side to send whatever value you think would be appropriate for your use case (for example the Okta User email), you would only be able to match it to the downstream application's username attribute.
