I have a Dev tenant, and took note that I cannot change the option for the Global Session Policy radio button. The "Set time limit" option is unavailable to select. What is odd though, is I can set a time-limit.

If you are referring to the Default Policy Rule, that would be expected as it is intended to be kind of a "catch all" rule.
You can create a new rule and if needed assign it to the appropriate groups. The new rules should allow you to select the "Set time limit".
