We would like to show couple of options to my user while login. Below are the steps to understand the use case -
Note: User should be login to application with 1-Factor only.

Please review the following Okta Authentication policies documentation to see how polices and rules are set up.
As a most basic example, you would have to set up a new rule to the pre-exisitng policy for the Okta Dashboard app, where you could specify "user must authenticate with - Any 1 factor type/IPD".
Please note that this will offer the option to use any of the enabled and enrolled Authenticators in your tenant, not just Password or Email. This means you might have to mix, match and tweak your Authentication and Authenticator enrollment policies to match your needs.
