We recently disabled AAD Connect to M365 and changed Okta from Profile Sync to User Sync using groups to manage licenses.
It seemed to work at first (we don't run a lot of changes) but I noticed today that I'm getting this error every 3 hours or so:
Sync could not execute because Office 365 directory sync for the company not yet Activated. Sync will retry after a period of time.
FAILURE:
I've verified my API key is working just fine and my google-fu has let me down figuring out what steps (if any) are needed on either/both Okta and MS to enable this syncing.
Please advise.

As far as I was able to dig up from similar reports, this seems to be related to the following:
